He was born in Ust-Kamenogorsk, East Kazakhstan region.

1991 - Graduated from East Kazakhstan State University.
2000 - Higher School of Law "Adilet".
Career
From 1991 to 2018, he worked in various positions in government agencies.
From 2019 to 2020 - Executive Director of SEZ Aktau Seaport JSC.
From 2020 to 2021 - Deputy Chairman of the Board of JSC "SEZ "Seaport Aktau".
From 2021 to the present – Chairman of the Management Board of JSC "SEZ "Seaport Aktau".
