According to the information, the introduction of an integrated customs part of the automated system of customs and tax administration – “ASTANA-1” in the SRC based on the current version of ASYCUDA World developed by UNCTAD will allow to simplify customs procedures and reduce administrative and time costs of the members of foreign economic activity of Kazakhstan. The system of ASTANA-1 will cover all customs procedures and operations, as well as will be integrated with customs data bases of the SRC and has information interaction with other state bodies.

“The registration process, from the product’s import to its clearance, is implemented in the IS “ASTANA-1”, that allows the members of foreign economic activity to make any operations from applying the preliminary information to control over the output of the product being on a single information platform, that increases data processing.

The issues of customs representatives and declarants on filling declarations and its discharge are considered by experts of the State Revenue bodies online with subsequent recommendations on an obligatory nature. 

IS “ASTANA-1” has a range of advantages, including the possibility to perform automated control over the whole customs procedure. When there are no risks, IS “ASTANA-1” issues a declaration for the products on an automated mode. The considerable difference between the former and present ones is that the system is free-of-charge for users. The declarant can perform all customs operations without leaving the office, the only thing he needs is an access to the Internet. There is also the opportunity to form preliminary information, that subsequently turns into a transit declaration. Once the product has arrived in the final destination, the information is considered when forming an electronic document for storing that in turn is automatically used when forming declarations for products.

Comparing with the former programme, a new format allows not only to register automatically, but also to issue a declaration automatically through a “green” corridor, which allows to exclude a direct interaction between the management of foreign economic activity and the expert of customs registration. Time to process and issue a declaration through a green corridor is not more than one minute. Such export procedures took 55 minutes in the past, and the members of foreign economic activity should arrive in the customs body.

All customs operations, from the preliminary information, crossing of the customs border, control over products, filling declarations, output of products and to control over departure of products from temporary storage warehouses, will be conducted by State Revenue bodies, customs representatives, owners of temporary storage warehouses, declarants and customs carriers using the principle of a single window in a single information system “ASTANA-1”.

According to the information, IS “ASTANA-1” has the following advantages: integration of all procedures on a single technological platform, reduction of time for introduction and processing of date – information customs technologies and formatting check, simplifying of business procedures and formats of e-documents, improved risk management and post-audit, automatization of calculation, collection and audit of payments, monitoring, reports and statistics in real time and interaction with other systems (a single notarial information system, the Eurasian economic union).
