During the working visit of the delegation of Mangistau region led by akim Erala Tugzhanov to the UAE on March 12 between JSC «Seaport Aktau» and PBP Holdings LTD a memorandum of cooperation was signed for the construction of a logistics and industrial park on the territory of the SEZ «Seaport Aktau».

As a result of business meetings with investors from the UAE, documents for the implementation of projects were signed: the construction of a 35-story multifunctional complex, a logistics and industrial park, the opening of a new Fly Dubai air link, cooperation between the Caspian Industrial Corporation and the Abu Dhabi Industrial Chamber.

The first memorandum is about mutual cooperation on the implementation of the "Construction of a multistory multifunctional complex" project between the Mangystau region Akimat and the Sovereign Fund of the Abu Dhabi Investment Authority. The 35-storey complex, which includes residential apartments, a business center and a hotel, is planned to be built in Aktau. As emphasized in the document, the work on the construction project will be carried out with the introduction of elements of digital technology. This will facilitate the employment of local people. Kazakhstani construction companies and construction materials producers will also be involved to implement this project

The second memorandum on cooperation to strengthen investment and business cooperation was signed between "National Company" Social-Enterprise Corporation "Caspian" JSC and the Chamber of Commerce and Industry of Abu Dhabi. The parties agreed to provide direct contacts between the entrepreneurs of the two countries and discuss the implementation of joint investment projects. It is also planned to attract foreign investments, new technologies, resources to the Mangystau region, with the aim of increasing the competitiveness of the region at the national and international levels through economic diversification.

The third memorandum was signed between the Airport of Aktau and the airline "Fly Dubai". The document says about creating conditions for the opening and development of communication between the Mangystau region and the city of Dubai / UAE. Fly Dubai will open a new scheduled Dubai-Aktau-Dubai flight from October 2018 for the 2018/2019 season. "International Airport Aktau" JSC will support in the organization of the relevant airport and ground services, as well as favorable pricing policy.

The fourth memorandum was signed between the Chairman of the Board of SEZ "Aktau Seaport" Baurzhan Kayratov and the representative of PBP Holdings LTD Mark Rong. The document speaks of cooperation with the aim of building a 60-hectare Logistic and Industrial Park and an investment of $ 50 million.

All business negotiations of Mangystau businessmen with Arab investors were followed after the official visit of President of Kazakhstan Nursultan Nazarbayev to the UAE in January 2017. Then, in Dubai, an official ceremony of signing a memorandum of cooperation between the akimat of Mangystau region and DP World was held in order to develop the SEZ "Aktau Seaport". DP World is one of the world's largest port operators - over 60 terminals on six continents.

During the visit, Akim of Mangystau region Eraly Tugzhanov and Kazakh business delegation held talks with the leadership of DP World. Akim Eraly Tugzhanov made specific proposals.

"We propose to conclude a contract for a period of 12 months at the initial stage, with the possibility of prolongation. Also, as an alternative option of cooperation, we propose to take one of the sub-zones of SEZ "Aktau Seaort" under the management, with the condition for further development by attracting investments in priority areas. At the same time, it is necessary to consider SEZ "Aktau Seaport" as a territory for attracting investments and placing high-tech production facilities," - said Eraly Tugzhanov.

As a result of the talks, the details of the memorandum between the Mangystau region Akimat and the company DP World were specified, which offered cooperation in the management of JSC SEZ “Aktau Seaport”.

After, akim Eraly Tugzhanov together with the working delegation visited the SEZ "Jebel Ali Free Zone". The port of "Jebel Ali Free Zone" takes 9th place out of the world's 50 best container sea ports. This is an important transshipment complex in the logistics system of re-export (transit) trade. Thus, the UAE imports 1.6 million tons of wheat on average annually. On average, 1.2 million tons are spent on domestic consumption, the rest is re-exported. Based on the conclusion of the Preliminary agreement between Aktau Sea Northern Terminal LLP and DP World, detailed analysis of business processes, marketing activities and other issues of AMST activities is being conducted. The implementation of these projects will increase the competitiveness of Kazakhstan as a transit state in Central Asia in the transport services market, will ensure the attractiveness of cargo transportation along the Silk Road route with access to the markets of the Gulf, Caucasus, Turkey and Southern Europe.
