Government of Kazakhstan considers issues of digitalization of tax and customs activity

As noted by the speaker, within the framework of the “Digital Kazakhstan”, the Ministry of Finance is implementing a project to automate the business processes of tax and customs administration.

The project consists of two areas: improvement of customs administration and transition to electronic customs declaration; digitalization of tax administration. The projects are aimed at a substantial reduction of the terms of customs clearance and simplification of customs declaration procedures. Thus, Astana-1IS is a multifunctional and complex system that will provide favorable conditions for participants in foreign economic activity and will allow automated control of the entire customs process from the moment of submission of preliminary information to control after release of goods. Since January 1, 2018, it is planned to put into operation the remaining subsystems of Astana-1 IS.

"Astana-1 Information System is set up in accordance with the norms of the Customs Code of the EAEU. At the same time, it has already implemented such innovations in the field of customs legislation as: electronic declaration of goods; automatic registration of a customs declaration and automatic release of a declaration for goods," the minister said.

In order to simplify the customs administration, starting from January 1, 2018, the Single Window mechanism will be launched for nine permits on the "E-window".

Also, after the completion of the "E-licensing" in 2018, the Astana-1 IS, by integration with the SDB "E-licensing", will receive information in electronic form on 42 permitting documents issued by state bodies.

Together with the PIT Autonomous Cluster Fund, a laboratory for applied research will be created in the part of the implementation of blockchain technologies (IBM Hyperledger Fabric) and artificial intelligence (IBM Watson). Also, in cooperation with PIT ACP, work has begun on the development of a methodology for VAT administration and technical requirements for an information system using blockchain technology.

The implementation of the project "Increasing the collection of taxes by integrating databases of various sources" is aimed at creating the Big Data for tax administration purposes.

"Even today, in order to create favorable business conditions, the focus of tax control has been shifted to cameral control. The essence of desk control lies in the cross-sectional analysis of information from tax declarations, as well as from other sources available in government revenue sources. In case of revealing violations, the Notification for self-elimination is sent to the taxpayer," B. Sultanov reported.
