UP TO 300 THOUSAND NEW JOBS ARE TO BE CREATED BY 2022 WITHIN THE PROGRAM "DIGITAL KAZAKHSTAN" — D. ABAYEV

 According to the Minister of Information and Communications Dauren Abayev, the program "Digital Kazakhstan" provides 12 target indicators. One of the main is the productivity of labor, which in various spheres will increase by 2022 from 20% to 30%. The share of e-commerce in the total retail trade by 2022 will be 2.6%. Due to digitization, up to 300 thousand jobs will be created by this period. The share of public services, presented in electronic form, will increase to 80% of the total volume of public services. More than 80% will raise the level of digital literacy of the population.

Ruslan Yensebayev told about the advantages of the program for business. According to him, small and medium business will benefit from the introduction of digitalization. The program includes measures to stimulate SMEs, involve self-employed and small entrepreneurs in entrepreneurship. Certain facilities provide the creation of a single window for SMB service. For small entrepreneurs, a basic package of IT tools is created, etc.

As part of the digitization of the sphere of customs control and taxes, it is planned to introduce the project "Administration of VAT with the use of blockchain technology."

Argyn Kipshakov said that the formation of a decentralized database, based on new technologies, allows to instantly track the chains of financial transactions of taxpayers and produce them a guaranteed VAT refund.

The use of blocking technologies will ensure:

impossibility of using ‘gray’ schemes;

simplicity of administration of indirect taxes;

simplicity of accounting and reporting for taxpayers.

At present, the Ministry of Finance, in cooperation with PIT ACP, has begun work on the development of a methodology for VAT administration and technical requirements for the information system using block-technology.

"Completely it will be prepared by September of next year, from January 1, 2019, it is planned to move to the system," A. Kipshakov summed up, answering the questions of journalists about the timing of the blockchain technology implementation.
